Trajectory-RL Subnet Announces SPEC 14 Update with Scenario Reductions

The subnet is removing four saturated scenarios (cancel-async-tasks, fix-git, log-summary-date-ranges, vulnerable-secret) to reduce evaluation time by ~33%. New scenarios targeting concurrency/race-condition correctness will be added. A +4.0 base score offset preserves historical continuity without affecting mean_quality.
