Quasar fixes incentive exploit, updates validators

Quasar patched an exploit where models gamed scoring by producing ultra-short outputs, appearing high-quality while lacking substance. All validators now run updated code; a second fix was deployed after the initial version selected uid 160. Dashboard improvements and incentive mechanism documentation are coming next.
