Quasar Temporarily Redirects Weights to Combat Model Spam

Quasar discovered spam behavior including cloned and low-quality model submissions gaming the evaluator. The team temporarily pointed validator weight to a burn/protection target (UID 155) while fixing evaluation systems. Changes include tightened eval logic, hard KL quality thresholds, validator runtime fixes, and dashboard updates. Weights will return to real winners once evaluator stability is confirmed across validators.
