Score updates registry tiebreak mechanism

Score deployed an update to the registry and tiebreak mechanism that now considers more than the last 10 commits per hotkey, expanding the historical data used for ranking. Earlier in the day, miners reported challenge generation outages lasting several hours across the Petrol Station Detection element; the team attributed this to a transient API error and confirmed the system is running.
