Leoma blacklists cheating miners, adds resolution validation

Two miners were caught violating subnet rules: UID 133 submitted videos at higher resolution than required (720p instead of 480p), and UID 139 used an unauthorized custom Docker image. Both have been blacklisted. Resolution validation logic was added to prevent similar violations.
