Reliquary Deploys Validator Fix for Stale Rollout Caching

Reliquary addressed an issue where miners cached old rollouts and resubmitted them as cooldowns expired, causing training loops on duplicate data. The fix introduces SHA256 hashing to detect duplicate rollouts, increases cooldown from 72 to 200 windows, and adds a late_drops field to archives. The team plans to expand the prompt pool and further increase cooldowns as more environments are added.
